Deutsche Telekom Offers "AI Sovereignty" with Teuken-7B for Enterprises & Government

Deutsche Telekom is rolling out a new initiative focused on "AI sovereignty," targeting enterprise and government clients concerned about how their artificial intelligence workloads are handled. At the centre of this is Teuken-7B, a German-origin large language model (LLM) designed to give customers full control over their data and deployment environments.

Teuken-7B has been developed under the OpenGPT-X project, backed by Germany's Federal Ministry for Economic Affairs and Climate Action (BMWK). It features 7 billion parameters, supports all 24 official EU languages, and is released under the open-source Apache 2.0 licence. Clients can either run the model locally in their own infrastructure or via highly secure, certified data centres in Germany.

Dr. Ferri Abolhassan, CEO of T-Systems and DT board member, highlighted that Europe needs sovereign AI tools to compete with large international providers. He described Teuken-7B as a "flagship project 'Made in Germany'" and a key pillar for customers whose priorities include sovereignty and data security. Dr. Nicolas Flores-Herr, project lead at Fraunhofer IAIS, added that the open-source nature means enterprises can customise the model, build specialised applications, and keep sensitive data entirely under organisational control.

DT's IT arm, T-Systems, will facilitate these options via GDPR-compliant, ultra-secure German data centres, or allow clients to host the model themselves. The offering is particularly aimed at heavily regulated sectors where data sensitivity and compliance are critical.

Additionally, Teuken-7B is integrated into Deutsche Telekom's "Business GPT" suite, giving clients access to multiple LLMs via a unified API for tasks such as document summarisation, chatbot functionality, AI assistants, and specialised agents. While DT also co-founded the Global Telco AI Alliance (GTAA) with other telcos, that joint venture has yet to present any outputs, and some industry observers feel DT's direct launch of Teuken-7B gives it an early advantage.
