    Optus Appoints Stephen Rue as CEO and Revamps Governance to Rebuild Trust

    Australia's Optus has named Stephen Rue, previously CEO of the National Broadband Network (NBN), as its next Chief Executive, effective November. The appointment follows an international search after Optus's former leadership stepped down amid a severe network outage that left millions of Australians without connectivity.

    Alongside the leadership change, Singtel (Optus's parent company) has rolled out a new governance model aimed at boosting accountability and transparency. Under the new structure, the Optus CEO and senior executives will report directly to the Optus board rather than through Singtel's higher layers. The aim is to enable quicker decisions, greater local responsiveness, and to restore public trust.

    Rue brings extensive experience in both financial and operational disciplines. In his prior roles at NBN, he oversaw major broadband roll-outs affecting millions of homes and businesses, and managed large capital and operational budgets. Singtel and Optus hope his background will help lift service reliability and lift standards at Optus, particularly following regulatory scrutiny raised by past outages and security incidents.

    The governance change was justified by Singtel leadership citing the need for independence, agile decision-making, and local accountability. Singtel CEO Yuen Kuan Moon said that with Stephen Rue reporting directly to the Optus board, the company expects operations to respond faster to customer service issues and reduce risk of mission-critical system failures.

    While the full impact of these changes will take time, stakeholders are watching closely. For customers, improved service stability and responsiveness are immediate hopes. For regulators and investors, the restructured governance may constitute a sign that Optus is taking accountability and performance more seriously. For competitors, it raises the bar in Australia for reliability and customer care.
